What has prompted me to write under the theme “Re-branding of the opposition” for this article is Mr Mohammed Ismail’s article titled “Be part of the change”

The term change has become a practice that has widespread throughout the world- but its relevance has never been stronger that today, especially from the start of the Arab Awakening. Focusing on ourselves in the Eritrean context, many youth are apathetic about Eritrean politics. Thus first of all we have to face this fact and then try to address it as a society or opposition in Diaspora. In the aftermath of the Arab Spring, however, we have begun to see a grim sign of hope from the Eritrean youth in Diaspora. As a matter of fact it is true that in life specific events do change the course of history. In the last eventful year there was optimism and then there was delusion as we the society, youth and opposition failed to maintain consistency and struggled to live up to expectation.

Throughout this article I use ‘opposition forces’ as a generic term for anyone who is a member of a political opposition or a civic organisation, independent individuals, religious leaders or intellectuals who are opposing the PFDJ’s regime.

Let me take you back to his article again in which he claimed that both youth and women attendance was poor in the meeting held in London in January 2012. Again apathy is and/or has always been the only winner on dismal attendance. I can’t agree more that the figure he mentioned- at only 3 women and a dozen youth is both eye-catching and alarming. To some extent without being judgemental, the majority of opposition political and civic organisations do not take the slightest notice of such scenario. They collectively miss every open goal.

As much as they are to blame for such occurrences over the years I do take a portion of that as well. EYGM UK is one of the few independent and free youth organisations which have been working really hard to inspire the youth in UK and beyond. We are ordinary youth from different backgrounds with similar concerns and values. On different occasions we have held youth meetings, organised demonstrations and participated at different Seminars of the opposition. And most importantly we sent a delegation and a representative at both the National Conference and Congress. From those exposures we have obtained vast knowledge and invaluable experience pertinent to the subject of youth issues, women and overall about the opposition. To help us consolidate what we have learnt we also at times have used questionnaires and carried out researches and so on and on.

From our interactions, dialogue, discussions, engagements, research conducted (not empirical though) and activities undertaken with concerned Eritreans and peers regarding the non-attendance and disengagement in opposition activities and what could be done to improve and reverse that to new ideas. The problems we face now have been building over the past 2 decades or so and I am sure it will take time and seeks the meeting of a great many minds of youth, women and opposition figures before we know what the solution to these major problems will be.

But we as EYGM UK believe that by coming together along with all stakeholders, to discuss the issues of common interest, we can start to realize what a solid allegiance we can all create. The answers are within all of us.

Here are some opinions we believe the opposition should not ignore.

The opposition forces should recognize the need for the struggle to bring democratic change in Eritrea to be sustainable. The change in culture is therefore inevitable.

Changes in society: the following changes should have driven the opposition to review their approaches, strategies and political programmes to meet the new challenges.

- Changes of demography: due to forced immigration (particularly the mass arrival of new immigrants)

- Family and youth structures, including a younger ethnic Eritrean population in Diaspora

Further, issues such as under-achievement, underrepresented in many sectors and discrimination are constant reminders of the grim experiences of everyday life for our people in Diaspora. They all demand robust and innovative approaches. Thus the opposition is required to seek leaders and cadres who can demonstrate certain essentials that can enable them to reconnect with the general public, youth and women’s needs, aspirations and dreams. Our opposition should learn to listen, have the ability to arise to a challenge, show determination, and have big heart and patience that can win him / her hearts and minds.

EYGM UK is formed first and foremost in solidarity with the Eritrean people and what unites us with the opposition is fundamentally our willingness to first change ourselves and then bring democratic change. We are not a special group and have no organisational or party political affiliations though. We would like the voice, views and concerns of the youth to be heard and ultimately to create a return to public discussion involving both youth and women with the opposition. However, we must all make a concerted effort to address the issue on time.

For instance too many of them usually say, “Forget their charm and articulate style when they always talk and describing the actions of Isaias and PFDJ – this opposition are and would just be as dictator as any of their predecessors. And we know better than them about Isaias and co than they do.”

Even though we have acknowledged that there are weaknesses and divisions within the opposition but at the same time we have tried to convince them that what they claim is not always the case. It is understood when they question the opposition’s leadership quality, lack of focus and at times split caused by friction and infighting over power but they should not question their dedication and commitment. Obviously those people whom we exchanged views with we try to encourage them to engage and take part in any opposition activities themselves and then to make comments there. Sadly their response would be that the current opposition political system/structure is fundamentally flawed and based on the phantom leadership contest of power vacuum.

Apparently they indicated that they would make a U-turn providing the opposition has become appealing and find out what the majority of Diaspora need. We at EYGM UK campaign for Eritrea’s alienated youth, but still we have given approval and encourage our members or any other youth to run for youth representation whether in the Commission and Council or local opposition co-ordinating committees, including for political office in exceptional circumstance to protect the Eritrean opposition from schism, ensure youth representation and other direct threats to both the people and youth in general. Unfortunately some youth activists and members of youth movements have accused some of the opposition organisations/parties of trying to hijack their movement in a bid for power and use them as tools instead. Moreover, some of them even accuse them of negative influence if they fail to affiliate with them. According to some of them, they are control freak, so if you do not work with them they would infiltrate you and then bring and use unnecessary agenda or tactics that could potentially lead to split or weaken the youth activities. They suggest it would be better had each opposition organisation whether political or civic have or form their own Mass Organisation of Union of Women, Youth and etc… Then we would not have a problem how to deal with them on given terms.

EYGM UK acknowledges there are difficulties and have always have demanded change of strategy when the opposition are engaging with the youth. Correspondingly we believe the opposition needs the youth but at the same time the youth also need the opposition to help them co-ordinate and organise effective activities. Neither will succeed in bringing democratic change without the other in Eritrea.

To sum up most youth who fled Eritrea and living in Diaspora think political organisations do not represent the interest of the Eritrean people. Like PFDJ they would barely care about themselves. For this reason the opposition should conduct an outreach and reverse such perception. Demonstrate to them that you put ordinary people first in practice not in words, and then other similar organisations could learn a lot from that approach. Also try to show great empathy towards their plights that the majority of these youth have no sense of belonging (citizenship) any more as they have not been given one. They have no stake in Eritrea as citizens because Isaias and his clique told the youth there is no such thing. As you have already by now surely noticed, whether EYGM UK or I don’t know enough about politics or the traditional opposition organisations sense of purpose and function to ponder an acceptable solution. However, what EYGM UK knows, as well as the majority concerned Eritreans intuitively know, the solution is not mainly political, but surely spiritual. This reminds me what Mahatma Gandhi said, “BE THE CHANGE YOU WANT TO SEE IN THE WORLD.”

In my next article Part 2 I will write about the youth perception of Civic Societies in detail and also I will try to cover women’s issues and perspectives on the opposition as a whole.

Despite great attention paid to the Arab Spring, a ghastly silence prevails about the largest African ‘open air prison’: Eritrea is so isolated from the outside world that many inhabitants haven’t even heard about the revolutions in Libya or the uprising in Syria.

BRUSSELS (IDN) – The Arab Spring should not stop in Egypt, Yemen or Syria. An even more powerful movement, or an Arab Spring 2.0, is needed for one of the most brutally governed nations in Africa: Eritrea. The people there suffer from there regime more than the people in Libya, Tunisia or Egypt ever have.

Eritrea, with about 5 million inhabitants at the coast of the Red Sea, is in the hands of President Isaias Afewerki since April 1991. Leaving the country is almost impossible. The president has laid minefields at the borders. Guards shoot to kill the ones that dare to escape.

Eritrea is called the “North Korea of Africa”. Daniel Bekele, director of Human Rights Watch Africa described it as an “open air prison” in 2011. Despite the huge risks some manage to get out: Eritrea is in the top-three of the world’s countries most fled from per capita: about 3,000 Eritreans fleeing the country monthly, according to UNHCR. [1]

Children have to leave school to be enlisted in the army, for dozens of years. That is also the case for women, some of whom have to serve as sex slaves for the leaders. The army is so large, that there are hardly men left to sow or to harvest, causing a food shortage. And the country already has a shortage of manpower due to the war with Ethiopia. However, those who escape national service and manage to flee the country without permission are treated as traitors and imprisoned.

President Afewerki doesn’t even bother to pretend to be democratic. The constitution has never entered into force. The country doesn’t have a parliament that meets. Eritrea has only one political party (PFDJ), that doesn’t allow criticism. Ministers that asked the president in 2001 to allow somewhat more democracy were never seen again.

The government prosecutes journalists and people with an undesired religion, like Christians. Of the many political prisoners, Dawit Isaac is the most well-known. This Swedish-Eritrean author has been locked up since September 2001, when eight independent papers were forced to close. Human Rights Watch stated in 2011 at the 10th anniversary of the detention of Dawit Isaac: “President Isaias should end the inhumanity of prolonged secret, silent detention and allow family members and international monitors to see the prisoners.” [2] According to the Committee to Protect Journalists, Eritrea ranks second after Iran, with 28 journalists in detention. [3]

Why do people not protest? One reason is of course that the president and the army keep them under control. This control is so strict, that most inhabitants of Eritrea don’t even know about the revolution in Libya, where Muammar Gaddafi had to flee and was shot dead. President Afewerki is able to censor this news, to prevent people from getting ideas. To form a group to discuss such matters is of course illegal. The president of Eritrea only allows one movement for men, one for women and one for youth. He considers this to be a sufficient number of non-governmental organisations.

What can the West do to help the people against this dictator? Theoretically we could spawn him by offering food help or force him by threatening to stop subsidies. The country in the Horn of Africa must also suffer drought and hunger, like neighbouring countries. But no, Eritrea keeps its door closed for aid organisations. It also supports the extremist Muslim group Al-Shabaab that hunts down western aid workers in neighbouring countries.

And Eritrea is not interested in receiving EU subsidies, the government has written in a letter sent to the EU recently. [4] According to a blog by Daniel Berhane the Eritrean decision coincided with and “was announced only hours before a scheduled EU-Eritrean Human Rights Dialogue meeting.” [5]

The EU had reserved dozens of millions of euros for Eritrea, but – I am happy to note – that this money was never paid out. I had written to EU Development Cooperation Commissioner Andris Piebalgs in October 2011 to pledge him not to transfer the funds to the dictator. The West shouldn’t support dictatorships, I implored.

But then what? Can the United Nations do something? A little, I am afraid. The UN Security Council has placed more sanctions on Eritrea in December 2011, because the country continues to deliver arms and other support to Al-Shabaab. [6] But it remains to be seen whether arms and travel sanctions are of much concern to the dictator.

The least the EU should do is to support the Eritrean refugees. The millions of euros the EU now has set aside for Eritrea could be spent on supporting refugees in Sudan, South Sudan, Libya, Egypt or Yemen. The camps there are overcrowded: the UN refugee agency UNHCR can hardly handle the situation. Because of the bad situation in the camps, many refugees travel further. They place their fate in the hands of people smugglers.

Some die during their journey in the desert, some drown in the Mediterranean. Others are robbed and extorted. According to interviews with refugees, confirmed in a recent CNN telecast, some refugees even robbed of their organs. Desperate and heart rendering appeals for help are regularly reaching the International Commission on Eritrean Refugees (ICER).

Children in the camps grow up to be a ‘lost generation’ depressed and full of hatred with no future. President Afewerki is well aware of the potential challenge the young generation living outside Eritrea will pose to his country, as they live in growing despair and anger. In an attempt to avert an Arab Spring he recently declared a general amnesty for all the young people who would return to Eritrea.

A purposeful task for the EU is to offer education for young refugees from Eritrea. The European Commission can pay for scholarships for bright Eritreans to go to African universities. If they are well educated and can one day return to a free Eritrea, they can help establish democracy. Because for sure president Isaias Afewerki, now 65, will die one day, offering an opportunity for change if there will be a trained generation knowing democratic values and able to practise them. Hopefully change can come sooner rather than later – thanks due to an Arab Spring 2.0.

Eritrean youth at home are living without hope and future, and a necessary question to be asked is, what kind of citizens are they going to be? Eritrea is going to have a generation of unskilled and untrained youth. Under such conditions, the future is bleak and very frightening to contemplate. In March 2011, nearly 400 Eritreans tragically lost their lives after a boat in which they were travelling capsized in the Mediterranean Sea and almost all of them drowned and perished in a very tragic circumstance. The death of these innocent people – including children and women –demonstrates how desperate Eritreans are at home. They are daring to embark on a high risky mission to reach Italy in search of a better life in Europe. They were compelled to embark on a treacherous high risky journey escaping oppression and gloom future at home. The relentless hardship Eritrean youth are enduring at home is unprecedented. Similar tragic incidents happened in the past and will happen in the future, so long as Eritreans are facing relentless hardship in their home country and escaping Eritrea in droves to neighbouring countries and beyond.

Like any person of unflagging conscience, the Melbourne Rally Organising Committee profoundly saddened by this tragic incident. Reading the names of those innocent human beings tragically perished for reasons not of their own making bewildered and dumbfounded us, not comprehending how this tragic incident of mega-proportion occurred. Yet, what angered us more is little has been said about it in the International Media and little attention is given to the sad situation in Eritrea by the International Community. Is this a failure on our part to expose the rouge nature of the PFDJ regime or indifference by the International Community to the human tragedy in Eritrea? Whatever is the answer, Eritreans in Diaspora have moral obligation to prioritise two things:

Continue exposing PFDJ’s crimes to the International Community; remind the International Community of their moral obligations towards Eritrea and its suffering people, and in the process encourage them to take concrete steps to expeditiously alleviate the misery of the Eritrean people.

Continue compiling the names of PFDJ’s (direct and indirect) victims. Farajat.net took the lead in compiling the victims’ names. Asmarino.com did a marvellous work in publishing the names of those who perished in the Mediterranean Sea in March last year.

Finally, there is light at the end of the tunnel. The world has witnessed waves of youth-oriented popular uprisings in North Africa and the Middle-East, which have trembled dictators everywhere. It has become very clear to all dictators that they are not immune from the rage of oppressed people, regardless of their well-armed and brutal security forces. They deployed them to crush the aspirations of the people, but they failed! The youth rage is waged to stamp out political oppression, suppression of freedom, social inequality, bad governance, youth unemployment, just to mention a few. The Eritrean people in their home country are facing the same situation under the rule of the dictatorial regime that ruled Eritrea with an iron fist for 20 years and turned the country into a giant prison. Like in Tunisia, Egypt, Yemen, Libya, and surely more to come in 2012, it is time now to take Eritrea in the path of democracy; it is time now to release all political prisoners, prisoners of conscience, journalists and many others languishing incommunicado for indefinite period; it is time now to build the foundations of transparent and accountable institutions; and it is time NOW above all for peace, justice and democracy!

We will erect remembrance/memorial shrine for all victims of the Eritrean regime when power returns to the people. We will have a national day of mourning to honour, remember and respect the lives of Eritreans cut-short by PFDJ’s heinous crimes. Our heartfelt condolences and sympathy to ALL PFDJ victims’ families, relatives and close friends.

I hope the year 2012 will be the year of deepening of national dialogue among the Eritrean opposition groups- those who convened a congress for democratic change and those who did not participate in this congress. The need of the Eritrean people is a national dialogue that should provide an inclusive platform for democratic change inEritrea-an agenda for short and long term development inEritrea. One of the crucial parts of the national dialogues is the evaluation of the needs in terms of democratic change articulating the main agenda at this time and address the needs of our people suffering under the brutal dictatorship. In this article, I will try to examine the following issues:

- What lessons have we learned in the past 12 years of struggle for democratization inEritrea?

- How should national dialogue be structured? Who should participate and what should be the agenda in order to be more effective and functional?

- What options, in the sense of instruments are available for facilitating national dialogue in theEritreaopposition context?

1. What lessons have we learned in the past 12 years of struggle for democratization in Eritrea?

The Eritrean opposition political organizations alliance building from 1999 up to now were all failures. They only produced conflicts and mistrusts resulting in increasing political organizations without no vision but personal ambitions to come to power. The national conference held in2010 inAddis did not involve all opposition groups. It was not able to bring common understanding. It failed to develop a consensus on the inescapable need for fundamental political changes on the basis of the true Eritrean aspirations. The conference came out with the formation of a commission to prepare a national congress for democratic change. The commission that was assigned to prepare congress lacked the skills and knowledge of organizing a congress for democratic change. The commission missed their assignment and involved in power politics. If we compare our organizing of national conferences and the West African experiences like that of Benin, Burkino Faso and many others ours in fact lacks all the skills and facilities therefore it only circulates in vicious circle without no tangible results that can convince our people. We lack the methodology and instruments based on all inclusive and participatory approaches. The national congress for democratic change held in Hawasa –Ethiopiayear 2011 even has not come out with the results that the Eritrean people expected. It was a congress of competing for power not for democratic changes that our people aspire. It has come out with the establishing of the so called national assembly for democratic change. The term assembly is used more when the representatives were elected by votes by their constituents. I prefer this establishment to be called a council of resistance instead of being called assembly. A leadership appointed by quotas can not be called an assembly but a council of resistance and consultation. The congress for democratic change did not contribute to the harmony of the Eritrean opposition. It did not provide an opportunity to assess the speed for democratic change.

It did not hep identify the priority areas for the struggle against the dictatorship and articulate adequate cooperation programmes and enabled the evaluation of the main challenges and opportunities facing the forces for democratic change.

2. How should national dialogue be structured? Who should participate and what should be the agenda in order to be more effective and functional?

The Eritrean opposition is still divided and could not be able to propose a methodological framework trying to provide guidelines on how to organize national dialogues. How to ensure inclusivity of all stakeholders in a divided polity like that of ours should be given priority. We lack how to forge consensus and establish priorities aimed to strengthen the democratic process in our country need tolerance and skills.

I propose that the Eritrean National Assembly for democratic change established after the Hawasa congress elaborate the need and define how national dialogue with those not participated be facilitated and assisted in the context of the Eritrean opposition for democratic change. Such dialogues can be instrumental in strengthening the democratic transition and can give a structure and mechanism for joint assessment of both performance and needs.

Regarding the participation- it should be an inclusive and participatory including the entire spectrum of the actors involved in the democratic transition. The national dialogue between the Eritrean National Assembly and those who are outside this organization have the crucial role to play in this dialogue. A democratic decision making process undertakes under consultations before reaching decisions. Let all the members of the Eritrean National Assembly start consultations with those organizations who did not participate in the Hawasa Congress. A specific effort is required to identify the issues of conflict or the actors that are both legitimate and representative with whom consultations and dialogue for democratic change should be conducted. Residents of each country must take the responsibility for developing relevant agenda and constructive proposals for bringing together the forces for democratic change. They must establish appropriate mechanisms to transmit the views and concerns to the dialogue forums. This local consultations and meetings can be helpful to utilize the already existing networks in some regions for strengthening the democratic process. Resident countries can be approached for facilitating this democratic process inEritrea. International partnership in democratic change inEritrea can also be approached for democracy assistance.

In structuring a national dialogue one must identify the challenges and evaluate the available resources. It should specify its actors and participants and objectives. It must prospect its results and implementation. A national dialogue lacking structure in all its components is doomed to fail. There are three key functions to be fulfilled in convening a dialogue. The analysis function provides the comprehensive analysis of the problems and opportunities for democratic transition. A dialogue helps us to diagnose the problems and opportunities for strengthening the democratic process. We need dialogue functioning that provides us a platform for exchange of experience and lessons learned and forum for building consensus on the challenges and opportunities for democratic change. We need regional and international brokerage function providing us concrete support measures for democratic change. Therefore I propose that in this year of 2012 we must structure our broad national dialogue on three groups:

1. The dialogue group composed of the Eritrean National Assembly and those organizations who did not participate in the Hawasa -Congress. The dialogue group must be sufficiently representative and have legitimacy and leverage to make the dialogue meaningful and sustainable. The dialogue group should be carefully selected based on their professionalism, reputation and willingness to enter into a genuine dialogue.

2. The expert group. It must be composed of international and national experts with undisputed credentials and reputation. This expert group provides the national participants with comparative experiences and lessons learned in other countries from dictatorship to democracy.

3. The support group: it can be composed of international and regional community involved and committed to democratic process in Eritrea. This group structure its support in assisting the process of democratization in Eritrea. Their role is to observe and facilitate the process without dictating the genuine and sustainable agenda of the democratic change.

The Eritrean national conferences and congresses of the past were not based on a functioning structures and work groups before they were convened. They were convened without good preparation and expertise.

4. What options, in the sense of instruments are available for facilitating national dialogue in the Eritrea opposition context?

The Eritrean opposition still need national dialogues. Democratization is process that takes a long time and generations and cannot be achieved in short time. The Eritrean process of democratization is still in initial stage with many complex problems. There is a potential for democratic change it is therefore important to locate this potential and explore the available options of instruments facilitating the national dialogues in the Eritrean opposition. The forces that united during the past conferences and congresses and at last established the national assembly for democratic change and those forces who did not participate in this process but struggle for democratic change must initiate a dialogue. This dialogue must be based on a model that is relevant to our peoples concerns and taking into account the universal values of democracy inEritrea. The expert group I have mentioned above must start the initiative to approach these two groups. The initiative taker must take all possible options/ choices for developing the dialogue process. The initiative to engage must be shared by all. It must be meaningful and inclusive and participatory to get legitimacy. It must ensure that the dialogue fulfils the objectives of the Eritrean people. It must formulate an objective analysis of the struggle from dictatorship to democracy. It must formulate a comprehensive agenda fro democratic change. It must facilitate dialogue through the use of external friends and supporters. It must reinforce the democratic network of the diaspora with home. It must institutionalise the dialogue at several levels. The national dialogue must start in all levels fro example in each resident countries by disseminating information on national dialogue at the grassroots level. I think we have today the capacity to come together and learned lessons from the past failures. Let us promise that the year 2012 will be the year for national dialogue and consensus building.

Our cries for justice have been ignored; our demands for the rule of law have not been met. In fact, the political, economic and social circumstances have been worsened because of the irresponsible acts and failed policies of the Eritrean regime. So, why should we stop raising our voices on behalf of the voiceless and oppressed people in Eritrea?

As in previous years, we call on the Diaspora communities living in the free world that have chosen to be silent in the face of oppression and the ever growing injustice committed against the Eritrean people to fight for the people’s rights. We remind you that you are morally obliged and duty bound to speak for the Eritrean people and to stand-up against injustice. We remind you the freedom that you enjoy are the outcomes of sacrifices paid by people who believed in liberty, freedom, justice and democracy. So, why don’t you demand for the Eritrean people the same civil rights that you are relishing? We encourage you to be part of the struggle for democratic change?

Although you are aware of the dire situation in Eritrea, we remind you of the following:

• Our youth have been denied the right to proper education and are forced to serve in the military for indefinite period; they have wasted their youth, future and valuable time in trenches
• Our elderly have been arrested, fined a sum of money well beyond their financial capacity and humiliated being accused of assisting their children to flee Eritrea.
• Our religion leaders and teachers arrested without any charges and fair trial; Many of them disappeared and their whereabouts are unknown to-date.
• Our politicians have been incarcerating for demanding the implementation of the constitution.
• Our people’s land have been confiscated
• Our farmers have been ordered not to sell their produce and to hand part of their produce to the Eritrean regime
• PFDJ refused to accept any form of humanitarian aid while the Eritrean people are in desperate need of assistance

These are some examples (the tip of the ice berg) of the sad situation in our home country. If these atrocities and irresponsible acts by the Eritrean regime don’t move your conscience, what else? If the drowning of Eritrean youth, women and children in high seas doesn’t move your conscience, what else? If human trafficking and the slaughtering of Eritreans for their organs don’t move your conscience, what else? Finally, If the people’s uprise that toppled dictatorial regimes in North Africa doesn’t empower and inspire you to fight for justice and democracy, what else?

Enough is enough, fight for the people’s rights.

May 24 – Eritrean Youth Movement (Egypt)

The “youth” are the main assets and tools for change in any society; moreover, they can be considered to be the most important of all, and Eritrea is not an exception. Its youth exerted their utmost efforts to emancipate Eritrea from all forms of occupation and subjugation, until Eritrean independence was accomplished on the 24th of May 1991, after long thirty years of heroic struggle and determination. The noble freedom fighters shed their immaculate blood to liberate and free Eritrea and declared the war for independence on September 1st 1961, under the leadership of martyr and hero “Hamid Idris Awate”, the father of the Eritrean armed struggle for independence and liberation.

However, the Eritrean independence was tainted by a lot of drawbacks and inadequacies because it lacked essence and legality and became distorted. The liberation of Eritrean land from occupiers is not enough if it isn’t crowned with rule of law and liable to provide means of decent living to its people; because the blood of our fathers was not shed to perpetuate injustice, tyranny and exclusion of the majority of Eritrean people and their humiliation. Eritrea which is controlled and hijacked by one person is not the one we hoped and expected to have after all the sacrifices we paid to achieve our independence. Our people deserve to enjoy a decent life in their state of justice, freedom and dignity and we in the May 24 – Eritrean Youth Movement claim our belief towards our nation and people and pledge that we do not accept anything except our full rights of a democratic and civilian state.

The May 24 – Eritrean Youth movement is an Eritrean “youth” movement working to fight injustice, oppression and tyranny and to establish and enable the principles of justice, freedom and stability in Eritrea, by peaceful means.
* Our objectives and demands:

Release of all detainees (prisoners of conscience)

Establish a state of justice and exercise of public freedoms.

Resolve the issues of Eritrean refugees.

Legislate or enact a constitution that represents the aspirations of the Eritrean people and emanates from them.

** Means:

1. To conduct demonstrations and protests.
2. Expose the injustice and tyranny in Eritrea through the various mass media outlets and various publications.
3. Coordination with all Eritrean youth movements, organizations and democratic civic societies.
4. Motivate the humanitarian and human rights organizations to deal with all the Eritrean issues.
5. Prompt the Eritrean regime for the application of its international commitments on human rights issues.

*** Observations:

1. This “charter” represents the common and basic principles, common to all those who believe in the May 24 – Eritrean Youth Movement everywhere and in any country in the world. Its implementation to remain subject to the situation and country, the style and manner can vary depending on each group and its situational needs and reality.
2. Each country to have a coordinator that represents the region and be able to coordinate between the countries in matters pertaining to the movement.

I welcome the birth of National Council for democratic Change/ ENCDC a first step towards national unity and democracy. In this article I would like to discuss on the structure, organization and objectives of the council. The Eritrean national council for democratic change( ENCDC) is an umbrella organization of all forces of good political will for change. It is an organization of the willing and represents and struggles for the Eritrean people’s salvation. It does not represent the entire Eritrean people but those of good will for democratic changes in Eritrea. It is now time for all of us of the good will to cooperate and work hard with this council of resistance for freedom and dignity for our suffering children under the mafia system of one man rule. In this article, I would like to contribute my proposals to our new leadership in its organizational structure and departments that have been announced recently. The congress in Awasa discussed and endorsed three documents:

1. National Charter

2. Road map

3. Organizational Statute/ Constitution

The essentials elements laid down by the charter include,

- Salvation of the Eritrean people,

- End dictatorship

- Establish a democratic Eritrea that guarantees freedom and dignity to all Eritreans without discrimination of sex, race, language, religious status, social origin.

The Charter is the supreme law governing the central administration of the council.

One major factor I will argue in this article is how the 127 man appointed as council be involved in their responsibilities in every country they reside. The council members are spread in the whole world of diaspora Eritrea. Each and everyone should sit and plan with his residents to succeed the objectives of the charter. But let first deal with the organizational structure- the legislative and executive bodies of the organization.

A. The legislative body

The Eritrean National council for democratic change which is composed of political, civil organizations youth and women associations has 127 members.

The legislative is the supreme body or the law- making body in the council according the charter. All power and authority rests on this body. I think the composition of the council reflects the Eritrean diversity in diaspora with exception of those who did not participate in the congress.

How is the legislative body be functioning and be effective in implementing the charter is the main issue that must be focused. The central administration of the legislative body- the chairman of the council must draft a work plan of the legislative council and in its first session adopt a common work plan to all members of the council by distributing the work in standing committees. What are these standing committees? What is their public assignment?

These standing committees are the main policy makers of the council. These standing committee follow the work of the executive in all departments and its functions. For example, the standing committee of foreign relations, the standing committee budgeting of the central administration and so etc……………

Since the Eritrean National council for democratic change is spread in many countries each council member must be given the assignment under the standing committees otherwise the council members will remain passive without no function. I propose to the national council central administration to distribute the public assignments by forming standing committees in each region and country in diaspora Eritreans.

B. The executive body

The Eritrean National Council has elected a 21 man executive body. It consists of 10 branch offices or posts headed by executive chairman and his deputies. The responsibilities of the executive include the execution of policy decisions made by the legislative body and the supervision of its departments.

As announced the offices of the 10 branches of the executive are as follows:

1. The office of the head executive and his deputies

2. The office of the information and culture

3. The office of the foreign relations

4. The office of the refugees and their security

5. The office of defence and protection

6. The office of budgeting and Finance

7. The Office of Gender- Equality of women

8. The office of the youth participation

9. The organizational office

10. The office of social and cultural Affairs

The executive of the Eritrean national council for democratic change is organized into 10 departments responsible for the daily administration of the Eritrean Affairs for democratic change inside and outside Eritrea. Each department is head by CEO/ chief executive officer. I would like to offer some proposals to each department.

1. The office of the head executive and his deputies

This office organizes plans and handles the diplomatic political, governmental and personal correspondence and acts as head representative of the ministry of the organization based on the charter and policies of the legislative body. If it is possible it must be administered by professionals. The office of the CEO and its deputies is responsible for holding protocols of the executive meetings and bills.

2. The office of the information and culture

This office is responsible for ensuring that the Eritrean cause must be well publicized regularly via print media, radio and internet. It has the responsibility to develop the information instruments both the human capacity and material resources. It must promote the struggle against the dictatorship and the Eritrean peoples severe conditions. It must educate and inform the Eritrean population to rise up for their freedom and dignity. It should influence the international opinion for the Eritrean people’s rights. I propose this office must divide its sections of media in subdivisions in all countries and especially inside Eritrea.

3. The office of the foreign relations

This department is responsible for the international affairs. This office must be attended by competent and experienced personal to lobby the international community to draw attention the observance of the international community to the Eritrean people’s human rights situation. This office must divide its work in desks- for particular geographical regions. It can have an African and Middle East, USA and Canada, Australia and Asian desk, and desk for the European countries/ EU. They all work for the promotion of diplomacy and political relations. The head of the foreign relations supervises all the desks which function as its embassies. I propose that the work of these desks centres around lobbying sovereign governments and transnational organizations like the UN, AU, EU. They must maintain contacts with the Eritreans in their respective resident country and organize the participation of delegates to conferences on issues of human rights in Eritrea.

4. The office of the refugees and their security

This department is responsible overseas refugee settlements in the neighbouring countries and throughout the world. It is responsible to draw the attention of the international community that the Eritrean Refugee case must be priority and be treated humanely. I propose that this office must be organized into divisions responsible for the security and protection of the refugees in their first land of asylum. It should work with the international organizations that support refugees.

5. The office of defence and protection

The Eritrean people in general and the Eritrean youth in particular are today living under persecution and under the order shoot to kill. The Eritrean people are living under an open jail without no freedom and rights to manage its life. The responsibility of this office is to unite all forces fighting the dictatorship inside Eritrea under one command and under one mission that is to liberate the people from the tyranny. I propose that this office must work immediately integrating these forces under the endorsed charter. In any struggle for democratic change there is no guaranteed support of the people or the international community without internal resistance. This office needs a leadership of competence and capacity to defence and protect the people from the daily persecutions and hunting of the youth at the border and inside Eritrea.

6. The office of budgeting and Finance

This office is responsible for finance and budgeting of the union for democratic change. It oversees and formulates the Central Administration of the Union and ita annual budget. It is responsible for its income generation and activities used to fund projects and programmes of the council. The main activities focus on collecting annual voluntary contributions from all Eritreans in exile. I propose that the office of finance and economy must work with non profit international organizations for development and entrepreneurial activities in convenient resident countries to enhance the budget of the administration.

7. The Office of Gender- Equality of women

This office is responsible for gender equality and participation of women in the struggle against from dictatorship to democracy. Without the participation of women there is no progress in democracy and development. We have our recent examples of the women participation in the Arab Spring that has ended dictatorships in from Tunisia to Libya. We have seen how the women in Liberia won the warlords and achieved peace and stability in the country. We have seen women leading the revolution in Yemen- like Tewekul Karman, Why not our Eritrean women who have struggled during the liberation period on the side of their brothers. Gender Equality is the main issue to be focused and promoted by all member organizations of the Union for democratic change. Women are by nature our soft power to win the dictatorship therefore I propos that this office enhances the participation of the women who are more than half our population.

8. The office of the youth participation

This office articulates clear dissent in its political outlook and strategy in a sense that the only means to end the dictatorship is to confront it and it rejects the non-violent struggle believing that it has not worked and work in Eritrea and other world. Since the Eritrean youth the most hunted and persecuted, this office must outreach its connective relationship with the youth enforced to serve the dictator in military camps. Their main responsibility is to attract the military on their side and liberate the people. This office must also work hard with the youth mislead by the dictatorship and return them to the democratic process. According the UNCHR statistics on the Eritrean refugees the majority are the youth worldwide, there are more than 1.2 m Eritreans in diaspora. The office is responsible to unite these youth in diaspora in the struggle from dictatorship to democracy. I propose to this office to outreach and perform activities that unite the youth for democratic change. There is no success without their participation. The youth are our soft and hard power for change.

9. The organizational office

This office is responsible for organizing and public mobilisation. The dictator requires the assistance of the people they rule without which they cannot secure and maintain the sources of political power. The forces for democratic change cannot succeed without well organized and mobilised people. This office is responsible to gain confidence of the people and civil disobedience. This office must be very competent and capable to organize the population. It needs skills and knowledge of the Eritrean diversity. I propose that this office must take its responsibility to divide the organizing activities spread in all regions.

10. The office of social and cultural Affairs

This office is responsible for the social and cultural affairs of the union. The social department includes the health and educational affairs of the refugees in Ethiopa and Sudan. The cultural section includes the development of the Eritrean culture. The art of music and writers institution that make our people aware have role in mobilising our population to unite and struggle for democratic change. This office must work with national and international organizations to promote education for the youth in Sudan and Ethiopia. Building cultural institutes in the refugee camps like building centres for education and information like libraries and health centres. Education and health institutes providing skills and knowledge to our children in the camps. This office must focus on the refugee camps with all activities that promote their health and education.

Democratization of the Administration of all the offices

The political system of all the offices must abide by the charter and its constitution. The process of democratization must flow from below and above and vice versa. Information flow must be effective. The adaptation of the three documents can be described as a “ decisive step towards genuine democracy”. The formation of the national council for democratic change was not by election but by appointing your representatives regionally and locally. This is because one cannot elect in such situation where one does not know each other except his her localities, therefore they are appointed for public assignment. They represent the people of good will for national unity and democracy in Eritrea. What matters today is to come together and dialogue for the future. It is not time for contending for power but to liberate our people from the brutality of evil dictatorship in Eritrea

According to this article writer’s understanding, the objective of the Eritrean National conference held in 2010 and the Eritrean national congress held in 2011 were to provide a forum to all opposition forces for democratic change to discuss and negotiate political issues in a peaceful, structured environment focusing on conflict management and conflict resolution under consensus building and structured framework. In this article I will delve on how the Eritrean national conferences of 2010 and respectively the congress of 2011 failures and successes.

The failures of the 2010 conference

- The national conferences held in 2010 failed on forming a new political culture based on negotiations and compromise by persuading groups to participate more actively in the struggle against the dictator in Eritrea.

- It has failed to gain greater popular support and legitimacy and instil public confidence.

- Failed to ease tensions among the various political organizations and civil society organizations.

- Failed to be more representative and transparent so that it increases the perception of inclusiveness that would in turn bolster citizens’ support for democratic change.

- It has failed to attract the youth and the women.

- It has led to more divisions and contending groups for power among the political organizations and the so called civil society organizations.

The success of the 2010 conference

- It was a forum for all participants to express their views.

- It has provided an opportunity to build national dialogue for democratic change.

- It has helped efforts towards preparing a national congress of 2011.

- It has raised exaggerated expectations for uniting the forces for democratic change.

The failures of the 2011 congress for democratic change

- Lack of effective coordination of the activities of the commission with its grass-roots.

- Lack of cooperation between the political organizations and civic associations.

- Power struggle inside the commission tasked with the preparation of the congress.

- Power struggle between the political organizations and the commission.

- Power struggle between the EDA and non-EDA political organizations.

- Lack of clearly defined agenda.

- Lack of skills and experience of organizing conferences.

- Twisted process to the advantage of some political organizations and not for the benefit of the Eritrean people.

- Lacked to be more representative and inclusive.

- Lacked broad and inclusive national platform but become party politics contending.

The success of the 2011 congress

- Brought a huge group ( 540) participants.

- A positive initiative towards uniting the forces but not completed.

- Introduced to debate on the current and future Eritrea.

- Provided an opening to find out the weaknesses of the opposition forces.

- National council for democratic change created.

- Realizing that we still live on suspicion and blame games.

- Lessons learned that we are still in contending politics not on converging but diverging.

Evaluation of the congress will continue for our readership by this writer.

Note: The views expressed in this article are my own and have no connection with the policies of my organization.
